You are right there are not any 21 inch designs. The idea was that since a 15 inch driver has almost exactly half the Sd of a 21 inch driver then if driver Thiel/Small values were kept similar a dual 15 inch cabinet design ought to be a drop in for a 21 inch driver (with the necessary physical modifications). There are lots of dual 15 designs there. Regards.
